Add board package cm300
Add compile service & variants cm300

Microsoft seems to use rebase when doing PR merges. We will consider this later.

Are there any block diagrams or API documentation for pxt-common-package and pxt-maker?

As a firmware engineer, I thought I would only develop CODAL firmware, but suddenly I was doing development on pxt-target :D...... (from #9...) So, I would be grateful if I could get more specific documentation that would help me understand the structure of pxt-maker(with common-package).
