Describe the bug No support for dragging gate inside of classically-controlled group

To Reproduce Steps to reproduce the behavior:

  1. Drag Measure into classically-controlled group
  2. Try to drag Measure out of group
  3. Nothing happens

Expected behavior Should be able to drag Measure gate in / out of classically-controlled group
