Description

Why

Alignment with WinUI 3 gallery. Part of #405

What

Adds a "hero" image at the top, composed with linear gradients
Adds links to the home page to various useful destinations
Given the bidirectional scrolling (vertical for whole page, horizontal for links), similar to the WinUI3 gallery it doesn't use a scroll bar but instead scroll buttons

Open Issues

[x] Gradient into page background for dark mode doesn't look correct
[x] Theme change results in bad looking acrylic tiles (see https://github.com/microsoft/react-native-windows/issues/8861)
[ ] Review set of links to see if they're the right set (e.g. is this the right template studio link?)
