Merge up to January 2nd upstream. Namely, this brings some commits that will make visionOS integration easier.

• https://github.com/facebook/react-native/commit/72b876a5a4e0283c55cad52a57804f9e3fa1724b Refactored hover tracking on pointers, which may affect the macOS Fabric implementation.
• https://github.com/facebook/react-native/commit/a1299938a9fae9cc5b7a2dd49ab6dcb82001d5ef Removes deprecated uses of UILocalNotification and replaces with the cross-platform friendly UNNotification. Many macOS diffs are removed as a result.

• https://github.com/facebook/react-native/commit/3f621df189d5336916c132e65da67a029d242b9d Refactored ActionSheetIOS, which contains heavy macOS diffs. Diffs were updated to match.
