macOS: Re-enable smoke test on CI #2180

We temporarily disabled the smoke here: https://github.com/microsoft/react-native-test-app/pull/2179

The issue was filed upstream: https://github.com/microsoft/react-native-macos/issues/2163

This issue is to track that we re-enable it when the issue is addressed.
