ServiceDependsOn throwing win32 error when switching to Turkish Language #201

When I switched my system locale to Turkish and ServiceController.ServiceDependsOn was throwing an exception with the message: "The resource installer could not find a MUI file."

This exception is getting thrown from a service named "(Declared Configuration(DC) service)dcsvc".
