Add sources for Microsoft.CSharp and Microsoft.VisualBasic.

Ran Policheck, removed aliases, checked copyright headers. (usual publishing process does not work for VB files)

BTW @rbhanda as you know, as configured currently, your reference source tool will not update these two folders. I think that's totally fine, but it's important that the next update doesn't remove them either -- I assume that won't happen.
