Publish package/image for kapinger traffic generation #230

Kapinger is a useful container for generating traffic between Pods.

Seeing that this image will be used in this yaml eventually: https://github.com/microsoft/retina/blob/d9259040a5f8ef639b59050389a7cb93acba721c/test/trafficgen/kapinger.yaml#L50

The corresponding Dockerfile for building this image seems to be missing from the repo so I think it's up to Microsoft engineers to add it in the future.
