Is your feature request related to a problem? Please describe. It seems like the previous Retina helm chart is marked legacy and a newer one is under development in deploy/hubble

Describe the solution you'd like Publish the new chart in http Helm repository - https://github.com/microsoft/retina/tree/main/deploy/hubble/manifests/controller/helm/retina

Describe alternatives you've considered Using older ghcr hosted chart. The issues with current charts is detailed here

Additional context GHCR hosted chart is difficult to install since GitHub does not play nice with PAT's with low access etc.
