ripgrep v14 #38

ripgrep v14 has lots of improvements. It would be great if v14 becomes available here and other depending projects, such as vscode-ripgrep.

We can add this as a backlog item, but are unlikely to act on it unless vscode itself starts to consume v14.0, as these packages are primarily maintained to be used for vscode.
