Set up a subsite for heft.rushstack.io #176

We're going to extract the Heft documentation into its own subsite https://heft.rushstack.io

The plan:

  1. This PR just sets up the empty website project and visual theme.
  2. Next PR will bring over the pages from the old Heft website.
  3. Then I will update the content to reflect Heft 0.51
  4. Lastly we'll redo the translations.
  5. (Public launch) Finally we'll update the suite nav and https://rushstack.io website to point to the subsite.
