[api-documenter] Cross-link property/paramater types #1237

It would be useful for navigating between type documentation files if property or paramater types like 

kind: ApiItemKind

in https://microsoft.github.io/web-build-tools/api/api-extractor.apicallsignature.html could cross-link to the type page e.g. https://microsoft.github.io/web-build-tools/api/api-extractor.apiitemkind.html

@adventure-yunfei's PR https://github.com/Microsoft/web-build-tools/pull/1005 was working on that feature. I've been wanting to come back and revive it.
