Change release_history.rst to link to PyPI and GitHub releases
Make a TOC section for project info and add release_history and CONTRIBUTING under it
Fix docs path in first link
Expanded CONTRIBUTING.md and filled in a few of the sections
Updated contributor docs, bump to 0.1.1rc0
