Upgrade test package dependencies #119

Upgrade the test package dependencies to latest stable versions because the Microsoft.NET.Test.Sdk and the xunit.runner.visualstudio packages had dependencies on the Newtonsoft.Json version older than 13.0.0 flagged by the Azure Component Governance and blocking official builds.
