Health Tiles not showing up on Service Page #865

Describe the bug service page occasionally does not display the partition and replicas health tile when loaded.

To Reproduce Navigate to a service page and refresh. Can't be reproduced using a playback or with the dev console open.

Expected behavior The health tiles should show up.

Service Fabric version -occurs at least in 9.1.1799.9590, could be older
OS(for browser not SF)
Browser/ Browser version [e.g. chrome, safari]
