Create azure-pipelines.yml definition based on the official OneBranch template
Create new build based on definition: https://dev.azure.com/msazure/One/_build?definitionId=369005
Add tsaoptions.json used by OneBranch to report bugs for build failures
Add a build status badge to the README.md

OneBranch doesn't support pipelines with YAML stored on GitHub as a matter of policy.
