Move correlation vector dependency to rely on vcpkg

That way we don't have some dependencies coming from vcpkg and others from FetchContent.

Will be made simpler by https://www.github.com/microsoft/vcpkg/pull/37282 later on, but for now we can just use the custom portfile.
