What happened?
A pop-up window gets displayed:
"We're unable to complete this request. Sandbox provisioning is currently disabled due to a technical issue. Please try again in a few days."
Even after providing an alternative phone number.

The Microsoft 365 Developer account should be created successfully, and users should not encounter any errors related to sandbox provisioning, upon providing an alternative Phone number.
