Fix to missing selected submodel for informer #2

I've added a dummy selected submodel for the informer model and updated the dummy file for the prophet model. Both of these models are hard-coded to use default parameters, but our calling infrastructure still requires a selected_submodel file to exist.

This fixes #1.
