Pull Request workflow for AzDO + Bicep

This PR closes #227

This includes two new workflows:

• PRs workflow for Bicep + AzDO
• Manual cleanup workflow for PR environments

A new branch policy is added for the "main" branch when bootstrapping the repo, to require PRs being up-to-date and passing the Tests job before merging.
