Update Symphony provision terraform to add needed unit tests mocked files.

This PR : [X] add a mocked terraform.tfstate file to the code repo. [X] update the Symphony provision cmd for terraform to copy the mocked terraform.tftstae file to the newly created storage account to be used for PR workflow when executing terraform modules unit tests.
