Ctr+Wheel behavior unpredictable using Surface Precision Mouse #417

When detent scrolling is on, the console resizes as expected. With Detent scrolling off, even if I don't scroll rapidly the window is either not responsive to resizing, or responds in rare instances with a very significant resize, making the window unusable.

In MOST cases, it is simply not responsive, which only occurs infrequntly or with rapid scrolling with detent on.

I can repro this behavior locally - yea that looks totally insane.

I was at least hoping someone would get to file a requisition order for a new mouse to test it

Oh I mean - its a shame we don't have one of those on our team in Redmond, we'll need to get one to try and repro this bug

Interestingly, this issue is even more pronounced when trying to pinch-zoom using a Surface keyboard's trackpad. Recent itnernal builds appear to have improved this a somwhat, but there are still many unresponsiveness glitches.

Is that the IPS or TN version of the Samsung monitor? I hate that stand either way.
