Environment Settings Resource #203

As a user I should be able to configure environment settings in terraform. The main onces that we should do in first wave are:

[x] Set the default card state for Interactive Dashboards
[x] Maximum File Size
[x] Enable plugin trace logging
[x] Enable PowerApps component framework feature
