typesVersions gets mangled in the published package #772

Looks like typesVersions gets sorted, but it should retain its original order (or be sorted new-to-old).

Looks like the problem happens in the header parser, which is now published from the monorepo in DefinitelyTyped-tools (which is still waiting on MS legal approval to be open sourced).
