Reuse tmlanguage for html syntax highlighting #938

In the website https://github.com/microsoft/cadl/pull/935 using 11ty syntax highlighting extension that use PrismJS we need to specify another syntax definition that is working for PrismJS.

This is easily going to stay out of dat4. See if we can somehow use the tmlanguage to highlight cadl code block, either:

Find a way to convert tmlanguage to PrismJS simplified syntax
Find a way to bypass PrismJS for the website and make our own tmlanguage -> html

Yea it is, the way we have it today kinda works but this would be a good improvement
