All BEATS models seems unavailable actually. It is a problem on the hosting side, only Microsoft can solve it or if someone has the checkpoints it may be possible to re-host them on e.g. HuggingFace

I have solved this problem, and this file was uploaded to OneDrive by someone. By doing so, I can solve it: https://github.com/microsoft/unilm/blob/master/beats/README.md

It seems that all links to BEATs weight are all down. May you fix this again?
