[0.74] Synchronize changes from 0.71-stable branch

This PR merges several latest updates from 0.71-stable branch to 0.74 branch. The key changes:

• Update the the build system to use VS 17.8 CI image.
• Update JSI implementation
• Update the Node-API implementation from the latest Node.js code
• Update JSI for Node-API.
