Adding the no admin flag for vcperf. This takes the changes from this PR, as Helena is no longer working on this and I didn't have access to change her branch I made a new branch/PR. The Build Insights SDK has been uploaded here: https://www.nuget.org/packages/Microsoft.Cpp.BuildInsights/1.3.0
