2 years ago I also get this error building python3:x64-windows right after installing a fresh copy of vcpkg and bootstrapping it.

blas x86 & x64 give a build error. I have tried reasearching it online to find a solution but I couldnt. This is how the installation procces looks like, I dont know what could be wrong. I have reinstalled vcpkg that didnt help.
