Yes. They are installed. I have tried visual studio 2019, visual studio 2022.

You reinstall VS and try to compile.

Reinstalling VS did not solve the issue. But reinstalling windows OS, wiping out everything, then reinstalling VS, now I see vcpkg is working. I believe vcpkg must have some incompatibility with something. Do we have a method to debug what causing "Detecting CXX compiler ABI info - failed"?

You can try ./vcpkg install {portname} --debug.

It turns out "Detecting CXX compiler ABI info - failed" is caused by windows SDK version. vcpkg does not support windows SDK of pre-view OS
