You should run the command from within the root directory of your C++ project.

Say your project is in C:\MyProject

• Enter the C:\MyProject directory
• Run F:\vcpkg\vcpkg.exe integrate project

You met the same problem in #38940, nuget 6.10.0 output Chinese in the command line. Only need to revert scripts/vcpkgTools.xml in #38872. nuget 6.2.1 works.
