The dependent package of 'Microsoft.VisualStudio.Azure.Waverton,version=2.9.20231127.3,productarch=neutral' cannot be found: Microsoft.VisualStudio.Azure.Waverton.Resources,version=2.9.20231127.3.

Fixed by updating vs and build tools, can close
