OS: windows10 Azure IoT tools :0.0.3-rc

repro on 1.install Azure IoT tools

verify the status of Azure IoT Hub Toolkit always display "installing" , but installing the extension is completed,
after I reload VS Code, I can see Toolkit extension install completely.
