Environment Details:

Application Name: VS Code Extension for API Center OS: Windows 11 Enterprise 23H2 (OS build 22688.1000)

Repro Steps:

• In the Activity Bar, select GitHub Copilot Chat.
• Use '@apicenter /list' to list APIs

Actual Result:

"copilot-gpt-3.5-turbo" is unknown

Expected Result:

copilot will list all API.
