Change all commands to the pickAppResource function added by https://github.com/microsoft/vscode-azureresourcegroups/pull/212

Depends on https://github.com/microsoft/vscode-azureresourcegroups/pull/212, and https://github.com/microsoft/vscode-azuretools/pull/1141
