Reference the `MicroBuildTemplate` from the `1ESPipelineTemplates/` #1755

Still working with 1ES team to get the release pipeline working again. They mentioned that we probably shouldn't be referencing the project directly.

The release pipeline should be working again!

The release pipeline is working again, I'm not going to bother with this change since it's working as-is and I don't really want to mess with it. If need be we can always reopen and update this reference down the road if it becomes necessary
