Removal of ACI features #3655

The ACI features are going to be removed by Docker Desktop, and we will correspondingly remove them from the Docker extension. As a sort-of replacement we'll be switching to Azure Container Apps with #3535

This has now been released in Docker extension version 1.23.0.
