Pre-requisites:(Resize)

1. Change the display resolution to 1280*768and change browser zoom levels to 200% and refresh the test page.

Repro steps:

1. Launch the application URL: https://code.visualstudio.com/docs/python/editing?dark-plus-v2 and press ENTER.
2. "Editing Python in Visual Studio Code" screen will appear.
3. Now Apply the Resize configuration and TAB to hamburger icon.
4. Now observe whether the keyboard focus for "hamburger button" is visible or not.

   Actual:

   After applying resize, the keyboard focus is not visible for "hamburger" button.

    Expected:

    After applying resize, the keyboard focus should be visible for "hamburger" button.

    User Impact:

    Low vision users won't be able to know where the keyboard focus is present.
