[Green][NETSDKE2E] [Loc] Failure results are not localized. #1547

Describe the Issue

Failure results are not localized. Xunit: Image Nunit: Image MStest: Image

Steps To Reproduce

1.Install VS Code from Download Visual Studio Code - Mac, Linux, Windows 2.Install C# and CDK. 3.Create a UT test project and open it in VS Code. 4.Add failed code in the Test.cs file and run test 5.Hover the mouse over the failed result and obverse.

Expected Behavior

The results should be localized. Image

Environment Information

C# 2.53.12: Pipelines - Run 2.53.12 C# Devkit 1.12.25: Pipelines - Run 1.12.25+07decd6e14 OS: Linux VS Code:1.42.2 .NET install tool:2.2.0 Affect language: TK JP SC DE

@AbhitejJohn I am not clear for it as the last time we tested localization was a year ago.

Ask TestPlatform is they control this localization strings
