By having all docs under Documentation, we can use the GitHub UI for review and easy pr creation.

This commit does not change the file contents. All files here are verbatim copies of the contents from https://github.com/microsoft/vscode-go.wiki.git@12d2e8f5

Update microsoft/vscode-go#3148

Links in the documents still point to wiki pages. Let me know if you want me to fix them in this PR.
