0.23.1 release does not contain a vsix file #784

The GitHub release for 0.23.1 does not include a vsix release artifact. Previous releases including 0.23.0 do.

Turns out this is a duplicate of https://github.com/microsoft/vscode-java-test/issues/1594. It appears Microsoft is no longer building release artifacts going forward.
