Add Azure Bicep extension #35

Please add back the Azure Bicep extension.

The Bicep extension was included for 14 months before being recently removed (f2caeaf0bcdf8b901f1863d24aa6bafd5b7205ba).

Bicep now has its own extension: https://marketplace.visualstudio.com/items?itemName=ms-azuretools.vscode-bicep

I'm not sure if the snippets are as good yet, but if they were to exist anywhere, it would be here now.
