[Refactor] Support for sorting section members

This would allow for a better diff between multi-statment stacks that might have ended up internally sorted differently in their local storage (e.g., due to a pbi dataflow save process autosort)

My interpretation of this is an option to sort section members by name. I think it is a good idea, especially for documents that come from PQ / Dataflows, since they are mostly shared members. There would be some additional details to work out (parameters first? alphabetical only?).

Renaming the title and moving to the backlog for future consideration.
