Update minimum node.js and vscode versions
Fix declarations for onModuleLibraryUpdated API
Add minimal validation test for OnModuleLibraryUpdated to try and catch issues like https://github.com/microsoft/vscode-powerquery-sdk/issues/311
Bump version to 0.1.55
