Support metered connections #103451

VS Code, as any Windows application, should respect system-wide settings of metered connections. It's bad experience for people who are on the go and connected via mobile internet.

Proposed behavior:

  1. VS Code doesn't attempt to update itself or extensions when on metered connection.
  2. When user manually clicks to update, it should display popup dialog with confirmation to start update.
  3. (optionally) Expose API to extensions.

This currently happened to me, after I opened vscode it took over 300MB on the metered connection from a 1GB data program.

Vs Code recently downloaded updates while I was on Roaming data and cost me a lot!

Soon two year anniversary since this moved to Backlog. Even though I am on a generous plan, I would very much like VSCode to respect the OS settings.

Hi there, same issue here and thought that VS Code already have that due to its synergy with windows. Seems I was mistaken.
