Extension recommendation polish

There are some things we can polish to make the extension recommendation story better:

• Popular extensions view is too prominent. Do we need to show this view? Could it be collapsed by default (so Recommended view gets more space)?
• If the user gets an extension recommendation and they say NO -> we should treat it as "no, do not show again". The current UI pattern to hide forever (behind the settings wheel) is too complex.
• Can we explore more UI areas to show recommendations. For example suggest widget status bar.
• Can we productionise the recommendation model? What is the latest here @digitarald Once we have that how do we show these recommendations with the "hard coded" ones. Do we inter-mix them with some UI affordance? Do we still need the hard coded passive ones then?

Created from discussion with @jrieken and @sandy081 We can use this issue to compile ideas and if we get enough actionable things we can then try to put it on the plan.

This is interesting for developers. If you ignore the first language extension prompt, there are few other ways to discover the extension. In user testing those users got frustrated about autocompletion and lack of hovers; which are UI elements that could actually tell them about the missing extension.

@joaomoreno and @sandy081 brought up the same point as UX follow up for the recommendation system. Especially as Popular list got too noisy with popular extension packages/dependencies. Maybe we can already start making it smaller?
