implement shelve feature #183048

There is an old feature request https://github.com/Microsoft/vscode/issues/54243

Git stash ain't a convinient thing: I want to access shelved files in any branch within an explorer view, could compare diffs with any branch. I really miss this thing from IntellijIdea
