Steps to Reproduce:

1. Make sure there are no VSCode processes running (On Mac systems, there is no white dot under the program icon on the Dock)
2. Open this app (or right-click the dock icon and select New Window)
3. Double click the title bar
4. Right-click the application icon on the Dock and click Exit
5. Wait for the white dot below the app icon to disappear. Click on the app to open it
6. Double-click the window title bar again to reproduce the problem.
