Panel should hide when maximized and an editor is opened

Activating an editor view causes the panel view to reset to default (i.e. editor/panel view) and fails to honor Opens Maximized (my prefered setting is preserve). Steps: Maximize Panel Click on file in "Open Editors" Panel resizes

Alternative steps: Maximize Panel Open file from command line "code file" Panel resizes

My expected behavior is that the panel hides when the editor is activated. I have added a personal keybinding to toggle the maximize and I am always having to use it, even though the preserve option is available.

The setting does not control what happens to the panel when the editor is opened and the panel is maximized, it controls what happens to the panel when it is opened. The setting is being honored but this seems like a feature request to control what happens to the panel when it is forced out of the maximized state.
