Adding Dutch localization to vscode

I was directed here from my pyright issue and they said to ask vscode for Dutch language before pyright will add it

So I will add the Dutch language to vscode (everything) and I will maintain this language. I however want to ask for permission as this is a large project on its own and there is no point of making it without a go or no-go.
